The short answer

A NICOP is NADRA’s identity card for Pakistani citizens living abroad, applied for or renewed through the Pak ID app or a NADRA centre. As of September 2026 a Smart NICOP costs USD 20, 30 or 40 in the Middle East and USD 39, 57 or 75 in the USA and Europe, for 31, 23 or 9 days’ processing. DHA Karachi accepts a NICOP at a property transfer, and Pakistan’s income tax law gives a non-resident NICOP holder the filer rate on property, 1.25% for the buyer from 1 July 2026.

What is a NICOP?

A NICOP (National Identity Card for Overseas Pakistanis) is the identity card NADRA issues under Section 12 of the NADRA Ordinance, 2000 to Pakistani citizens who live abroad. NADRA describes the NICOP as official proof of identity and Pakistani nationality that allows visa-free entry into Pakistan. Under FIA guidelines reported by Khaleej Times on 15 July 2026, a traveller on a foreign passport needs a valid NICOP or a Pakistani visa, and airlines refuse boarding on an expired NICOP. As of October 2026 NADRA lists three forms of the card: the Smart NICOP with a microchip, a NICOP with a machine-readable QR code, and the older Teslin-based NICOP, which NADRA says it no longer issues new.

Who is eligible for a NICOP?

NADRA issues a NICOP to Pakistani citizens living or working outside Pakistan, to Pakistanis who also hold the nationality of a country the Government of Pakistan recognises, and to Pakistanis who plan to stay abroad for a long period. Children born abroad to Pakistani citizens can also get a NICOP if they are eligible to be registered as Pakistani citizens. NADRA’s NICOP eligibility list covers Pakistani citizens only, and its card for foreign nationals of Pakistani origin is the Pakistan Origin Card (POC), covered further down this page.

Does an overseas buyer need a NICOP or a CNIC?

A NICOP and a CNIC both prove identity at DHA Karachi, whose transfer checklist asks for an attested copy of the “CNIC/NICOP” of both seller and buyer. NADRA’s FAQ says a NICOP holder can keep using the NICOP inside Pakistan and may apply for a CNIC only if one is needed.

For a buyer living in Dubai, London or Toronto, a NICOP decides the property tax rate. Clause (111AC) of the Income Tax Ordinance’s Second Schedule (FBR consolidated text to 30 June 2026) gives a non-resident holding a NICOP or POC the filer rate on property purchases and sales, which from 1 July 2026 is 1.25% for the buyer against up to 18.5% for someone not on the Active Taxpayers’ List. The clause names the NICOP and the POC and not the CNIC, so a buyer abroad with only a CNIC should get a NICOP before the transfer.

How to apply for a NICOP online with Pak ID

NADRA’s Pak ID app handles new NICOPs and renewals from abroad, with fingerprint scanning through the phone camera and a live photo. These steps follow NADRA’s NICOP page (read 31 October 2026), with details added from NADRA’s PakID page and ProPakistani’s October 2026 guide:

  1. Download the Pak ID app from the Google Play or Apple App Store link on nadra.gov.pk and check that NADRA is the publisher.
  2. Create an account or sign in.
  3. Select “New NICOP”, or “Renew NICOP” for a card that is expiring.
  4. Fill in your personal details, including a parent’s or blood relative’s CNIC or NICOP number.
  5. Upload the required documents and take the live photo.
  6. Complete biometric verification in the app, or have it done by an eligible family member.
  7. Choose normal, urgent or executive processing and pay the fee in the app.
  8. Track the application in the app, and visit a NADRA Registration Centre if NADRA asks for one.

NADRA says the biometric check and photograph may still need a visit to a NADRA Registration Centre. When verification cannot be finished online, ProPakistani’s October 2026 guide says an eligible CNIC or NICOP holder abroad can verify the application form.

NICOP documents

NADRA lists these documents for a new NICOP and a renewal as of September 2026. The exact set depends on the applicant’s birthplace and family record.

DocumentNew NICOPNICOP renewal
Existing NICOP numberNot applicableRequired
Parent’s or blood relative’s CNIC or NICOP numberRequired (or a biometric witness with Undertaking “B”)Not listed
Birth recordVerified computerised birth certificate, or for those born abroad a foreign birth certificate, S1 form from a Pakistani mission, or citizenship certificateNot listed
Passport, residence permit or travel documentPakistani or foreign; or Undertaking “A” attested by a Pakistani missionSame as new NICOP
VerificationBiometrics by a parent or blood relative, or form verified by an ID holder for applicants abroadNot listed (NADRA may ask for a centre visit)

NADRA’s FAQ says a NICOP can still be processed if the applicant’s passport has expired. A name that differs from NADRA’s record can be corrected in the same application.

NICOP fee 2026

NADRA’s fee schedule, last updated on 17 September 2026, sets Smart NICOP fees in US dollars by zone. The same fee applies to a new card, a renewal, a modification and a duplicate.

Processing categoryZone B: Middle East and Africa (UAE, Saudi Arabia)Zone A: USA and EuropeProcessing time
NormalUSD 20USD 3931 days
UrgentUSD 30USD 5723 days
ExecutiveUSD 40USD 759 days

Pak ID charges the fee in rupees at the official rate on the day, and delivery abroad costs extra. NADRA’s table describes Zone A only as “USA and Europe”; a Bol News report of October 2025 also placed Canada and the UK in Zone A, which Canadian applicants should confirm in the app before paying.

Bol News reported in April 2024, citing the Dubai consulate’s website, counter fees of AED 75 normal, AED 110 urgent and AED 150 executive, close to the Zone B dollar fees. The consulate’s own fee page showed no NICOP table on 31 October 2026.

How long does a NICOP take?

NADRA’s schedule as of September 2026 gives 31 days normal, 23 days urgent and 9 days executive in both zones, counted from fee payment, and a Bol News report of October 2025 gave 30, 12 and 7 days. For a DHA Karachi transfer, the 9-day executive category plus courier time is the shortest route NADRA offers.

NICOP renewal and validity

A NICOP for an adult is valid for 10 years, according to NADRA’s validity table of September 2026. A Smart NICOP for a child under 14 runs for 10 years or until age 18, whichever comes first.

Rule 12 of the NADRA (NIC) Rules, 2002 requires a cardholder to apply for renewal no later than one month after the card expires. Renewal needs the NICOP number and a passport, residence permit or travel document, and costs the same as a new card.

NICOP for UAE residents

Pakistanis in the UAE pay the Zone B fee of USD 20, USD 30 or USD 40 through Pak ID, according to NADRA’s September 2026 schedule. As of 31 October 2026 the NADRA section at the Consulate General of Pakistan in Dubai works Monday to Thursday from 7 am to 1 pm, strictly by prior appointment. The Dubai consulate also runs NADRA mobile camps, including one in Ras Al Khaimah on 18 July 2026, Khaleej Times reported.

How a NICOP is used when buying property in DHA Karachi

Identity at the DHA transfer

DHA Karachi’s transfer instructions ask for attested copies of the CNIC or NICOP and passport of both seller and buyer, an attested passport photo of the buyer, both parties’ DHA membership cards and the buyer’s active filer list. Both parties need valid DHA membership first, which includes NADRA verification at PKR 2,400 in most categories from 1 June 2026.

DHA Karachi’s Category B membership has a separate form for overseas Pakistanis, attested at the Pakistan mission in the country of residence. Owners at Emaar Oceanfront join under DHA’s Category EE, and the DHA Phase 8 guide covers the rest of the phase.

Biometric verification for overseas buyers

At the DHA “sign before”, the seller is identified by CNIC, fingerprint scan, membership card or iris, and must appear in person before DHA’s designated officer. A buyer abroad does not need to attend the sign before, but DHA’s overseas membership form requires one visit to DHA Karachi for signatures, fingerprints and a photograph before DHA hands over the transfer order. DHA then sends the title by DHL at the owner’s cost.

NICOP and the FBR filer rate

Clause (111AC) of Part IV of the Second Schedule (FBR consolidated text to 30 June 2026) says the higher rates for people not on the Active Taxpayers’ List do not apply to a non-resident individual holding a NICOP or POC on transactions under sections 236K and 236C. From 1 July 2026 the filer rates are 1.25% of fair market value for the buyer (236K) and 2.75% for the seller (236C), according to FBR Circular No. 2 of 2026-27 of 8 September 2026, and a buyer not on the list who does not qualify pays 10.5% to 18.5% by property value.

Under the FBR’s July 2025 FAQ, the authority recording the transfer, such as DHA Karachi, raises the payment slip on the FBR portal’s “Overseas Pakistanis” link with the NICOP number, a scan of the card and proof of non-resident status (under 183 days in Pakistan in the financial year), and an FBR Commissioner approves it. DHA’s transfer checklist still asks for the buyer’s active filer status, so confirm with DHA how it handles a non-filer NICOP buyer.

Buying when you cannot travel

DHA Karachi accepts a registered General Power of Attorney for day-to-day matters on a plot, but its rules say DHA will not accept a GPA for a transfer, and a seller’s GPA must be revoked before the plot changes hands. A buyer abroad does not need to attend the sign before, but DHA’s overseas membership form requires one visit to DHA Karachi for signatures, fingerprints and a photograph before DHA hands over the transfer order. The guide to buying in DHA Phase 8 from the UAE covers that route for Gulf buyers. Buyers book new apartments at Emaar Oceanfront and HMR Waterfront with the developer, whose booking checks this guide does not cover, and DHA’s list of transfer types names “Emaar Giga Apartments”.

POC for family members with a foreign nationality

The Pakistan Origin Card (POC) is NADRA’s card for foreign nationals of Pakistani origin, issued under Section 11 of the NADRA Ordinance, 2000. It covers former Pakistani citizens, foreign nationals with a Pakistani parent or grandparent, and foreign spouses of Pakistanis, and NADRA’s FAQ says POC holders may buy, sell and own property in Pakistan.

NADRA’s September 2026 schedule prices a new POC at USD 150 normal, USD 200 urgent and USD 250 executive, valid for 7 years (or 5 years for a spouse-based card). NADRA does not issue a POC to a NICOP holder.
