The short answer
A UAE resident can buy a resale property in DHA Phase 8, Karachi, by getting DHA’s overseas membership form, affidavit and copies attested at the Pakistan mission in Dubai or Abu Dhabi (AED 40 per form or affidavit, October 2026) and paying by bank transfer from the UAE. DHA Karachi accepts no power of attorney for a transfer, but the buyer need not attend it; the seller signs before a DHA officer with biometrics. The buyer makes one Karachi visit for DHA biometrics before collecting the transfer order, and from 1 July 2026 pays advance tax of 1.25% of fair market value as a filer or non-resident NICOP or POC holder.
Can you buy property in DHA Phase 8 from the UAE?
A UAE resident can buy a resale property in DHA Phase 8, Karachi, and need not be in Karachi on transfer day, because DHA Karachi’s own FAQ says the buyer’s presence at the transfer is not mandatory. The seller must be present before a DHA officer for a biometric check and “sign before”, either at DHA’s office or, at the seller’s cost, at the seller’s location.
From the UAE, the buyer gets DHA’s overseas membership form, affidavit and copies attested at the Pakistan Consulate General in Dubai or the Embassy in Abu Dhabi, and pays by bank transfer. That makes the buyer a provisional DHA member. DHA releases the new transfer order only after the buyer gives fingerprints and a photograph at DHA Karachi, so the purchase needs one Karachi visit, which can come after payment and the seller’s sign before.
These rules cover DHA transfers of plots and of apartments recorded with DHA. Built houses held on a B/C lease change hands by a deed at the Sub-Registrar in Clifton, according to DHA’s FAQ, and DHA then records the new owner.
Buying new from a developer follows a different route. At HMR Waterfront and Emaar Oceanfront the buyer signs the developer’s sale agreement and pays instalments from the UAE, and the DHA side comes later (see below).
Who can buy property in DHA Phase 8?
DHA Karachi deals only with its members, and both seller and buyer need valid DHA membership before transfer papers are lodged. DHA’s overseas Category B form states that all Pakistani citizens are eligible, so a CNIC or NICOP holder living in Dubai or Abu Dhabi can apply from the UAE.
DHA’s FAQ also says foreign nationals are eligible for membership. DHA’s fee schedule for June 2026 puts them in a separate “Foreigners” category, with PKR 1,085,500 registration and a residential plot transfer fee of PKR 3,600 per sq yd. DHA’s pages do not say whether a Pakistan Origin Card holder is treated as a Pakistani or a foreigner, so POC holders should ask DHA before applying. For the identity card itself, see NICOP for property buyers.
Does a power of attorney work for a DHA Karachi transfer?
A power of attorney cannot carry out a sale or transfer at DHA Karachi. DHA’s FAQ says “No GPA is accepted in DHA Karachi for transfer of property”, and its GPA instruction slip says DHA does not accept a sale, transfer, gift, B/C lease or certified true copy through a power of attorney.
A power of attorney is still useful to a UAE buyer for everything around the transfer. DHA’s specimen general power of attorney lets the attorney deal with building plans, notices, dues and tax offices, and appear before DHA, the estates office and the Cantonment Board. To lodge one with DHA, the attorney files the original, an affidavit and an undertaking on PKR 100 stamp paper, two attested photos, CNIC copies and proof that both parties are DHA members, then signs a fresh undertaking each time he acts, confirming the owner is alive.
DHA’s specimen identifies the property by plot number, street, phase, area in sq yd and allotment order number and date, so any power of attorney for a DHA Phase 8 property should carry the same details. The Sub-Registrar deed for a B/C-leased house follows Sindh’s registration and stamp rules. Have a Karachi lawyer confirm what an attorney may sign there.
Where does a UAE resident sign and attest a power of attorney?
The Embassy of Pakistan in Abu Dhabi and the Consulate General in Dubai both charge AED 40 to attest a power of attorney or affidavit, as of October 2026, and Abu Dhabi charges AED 20 for each copy of an original document. Both require the person granting it to attend in person. Abu Dhabi asks for the original and one copy, two copies of passport, Emirates ID and NICOP, three photographs, and two copies of the attorney’s CNIC with his mobile number. Dubai asks for much the same, with two typed copies of the deed.
NADRA also runs an online power of attorney service at poa.nadra.gov.pk, which the Abu Dhabi embassy links on its attestation page. Pakistan missions say the applicant uploads the signed deed with details of two witnesses, verifies the fingerprints of the executant and both witnesses, pays USD 36 by card, sits an online interview with the mission, then posts the original with the receipt to the attorney. The USD 36 figure comes from mission pages of 2021 and 2023, so check the fee on the portal.
Back in Karachi, a 2019 Zameen guide says the attorney has the deed attested at the Ministry of Foreign Affairs and registered with the registrar within six months of the mission’s attestation. DHA’s GPA page also asks for the deed on non-judicial stamp paper, registered with the Registrar or Sub-Registrar.
How does a DHA Phase 8 transfer work, step by step?
DHA Karachi’s Transfer and Record Directorate at 2-B East Street, Phase 1, handles a normal resale of a plot or DHA-recorded apartment. Its published instruction and timeline set out this order.
- The buyer applies for DHA membership from the UAE on the overseas Category B form, attested by the Pakistan mission, and pays the registration fee.
- The seller clears all DHA dues; DHA will not transfer a property with dues outstanding, a charge registered against it, or a case under investigation or in court.
- The seller lodges a covering letter, a PKR 100 affidavit, all original DHA title letters, attested CNIC or NICOP and passport copies of both parties, both membership receipts, one attested photo of the buyer and the buyer’s active taxpayer status.
- The seller does the “sign before” with biometrics in front of a DHA officer, at DHA or at the seller’s location for an extra charge, normally the day after lodging, or the same day for an urgent fee if papers arrive before noon. DHA’s timeline allows two working days.
- The transfer fee is paid at DHA’s accounts branch, the FBR advance taxes are paid against the FBR payment slip raised for the transfer, and the papers are resubmitted.
- DHA prepares the new transfer order in 10 or 15 working days, or 5 working days on the urgent track.
- The overseas buyer completes fingerprints and a photograph at DHA Karachi, after which DHA releases the transfer order.
DHA’s FAQ also allows sign before at the owner’s location at the owner’s expense. Its June 2026 fee schedule lists visiting charges outside Pakistan of USD 2,400 a case plus a UAE travel expense of USD 3,600, without saying which service they cover, so ask DHA whether an officer can complete a buyer’s membership biometrics in the UAE.
Documents a UAE buyer needs for DHA Phase 8
| Document | Who provides it | Attested by |
|---|---|---|
| Overseas Category B membership form and affidavit | Buyer | Pakistan Embassy Abu Dhabi or Consulate Dubai |
| Two copies of CNIC or NICOP, two of passport | Buyer | Pakistan mission |
| Two passport photos of the buyer, one of each living family member | Buyer | Pakistan mission |
| Names and membership numbers of two referees who hold DHA membership | Buyer | Entered on the form |
| UAE driving licence copies, if held | Buyer | Pakistan mission |
| Undertaking not to demand the transfer order before biometrics | Buyer | Pakistan mission |
| Covering letter, PKR 100 affidavit, original title letters | Seller | Oath commissioner or notary |
| Active taxpayer status, or FBR overseas filer-rate approval | Buyer | FBR |
| Bank certificate for each remittance from the UAE | Buyer | Pakistani bank |
How do you pay for DHA Phase 8 property from the UAE?
Send the money by bank transfer through formal banking channels and keep the receiving bank’s certificate for every remittance. Pakistan’s Income Tax Ordinance exempts up to PKR 5 million of foreign remittances a tax year from questions about unexplained income when a scheduled bank’s encashment certificate is produced, including transfers through exchange companies.
On tax, the Finance Act 2026 set flat advance tax rates from 1 July 2026, under which the buyer pays 1.25% of fair market value under section 236K and the seller pays 2.75% of the price under section 236C, according to FBR Circular No. 2 of 2026-27 of 8 September 2026. Buyers not on the Active Taxpayers’ List pay 10.5% up to PKR 50 million, 14.5% up to PKR 100 million and 18.5% above that, and the separate late-filer rates were abolished.
A non-resident NICOP or POC holder, meaning someone in Pakistan for under 183 days in the financial year, pays the filer rate even without filing returns. Under FBR’s overseas procedure, DHA raises a payment slip through the “Overseas Pakistanis” link on FBR’s portal, the buyer uploads the card and residence proof, and the tax commissioner approves it. DHA’s transfer checklist still asks for the buyer’s active taxpayer status, so confirm with DHA how it treats a non-filer NICOP buyer.
Buying off-plan at HMR Waterfront or Emaar Oceanfront from the UAE
New apartments at HMR Waterfront and Emaar Oceanfront are sold by the developers on instalments, so a UAE buyer signs a sale and purchase agreement and pays from abroad. Under section 236K(3) of the Income Tax Ordinance, a developer collecting instalments collects the 1.25% advance tax with them, and no second collection is due at transfer.
HMR Group’s sales team said in October 2026 that HMR Waterfront’s agreement carries DHA bylaw clauses, that DHA oversees the tower escrow accounts, and that title comes as a DHA transfer file with a sub-lease. Waterfront Karachi found no source on whether DHA membership is needed at booking or only at the DHA transfer, so ask HMR before you pay. HMR’s plan takes 20% down and 10% at handover, as of October 2026.
Emaar Oceanfront buyers have been able to take DHA membership since September 2020, and DHA’s June 2026 schedule has a separate Emaar “Category EE” membership (PKR 310,000 registration) and fixed Emaar resale transfer fees. Emaar’s Park Edge takes 10% down and 14 instalments over three years, with completion scheduled for 30 May 2028, as of October 2026. Current asking prices sit in the Karachi waterfront price report for October 2026.
What does buying in DHA Phase 8 cost?
DHA Karachi’s fees below are from its schedule effective 1 June 2026, for a civilian Pakistani buyer in Category B. FBR rates apply from 1 July 2026.
| Cost | Amount | As of |
|---|---|---|
| DHA membership, Category B | PKR 252,900 to 294,900 in total (the higher figure includes a fund charge DHA adds for most members) | June 2026 |
| Transfer fee, Phase 8 Sector A and B plot under 1,000 sq yd | PKR 360 per sq yd | June 2026 |
| Transfer fee, Phase 8 Sector C, D, E, E-8 plot | PKR 420 per sq yd | June 2026 |
| Transfer fee, Emaar Oceanfront 1, 2, 3 or 4-bed resale (Category EE) | PKR 360,000, 480,000, 600,000 or 720,000 | June 2026 |
| Buyer’s advance tax, section 236K, filer or non-resident NICOP or POC | 1.25% of fair market value | July 2026 |
| Buyer’s advance tax, not on the Active Taxpayers’ List | 10.5%, 14.5% or 18.5% by value | July 2026 |
| Seller’s advance tax, section 236C | 2.75% (11.5% if not on the list) | July 2026 |
| Attestation at the Abu Dhabi or Dubai mission | AED 40 per form or affidavit; AED 20 per copy in Abu Dhabi | October 2026 |
| NADRA online power of attorney | USD 36 | 2023 mission page |
| Late lodging of transfer papers, beyond 3 months | PKR 90,000 | June 2026 |
DHA’s older transfer-fee sheet, still on its website, gives lower Phase 8 rates of PKR 200 to 400 per sq yd; the June 2026 schedule replaces it. Waterfront Karachi could not confirm a 2026 Sindh stamp duty rate for deeds registered at the Sub-Registrar, so get that figure from a Karachi lawyer for a leased property.
Notes for UAE residents buying in DHA Phase 8
Book the Dubai consulate or Abu Dhabi embassy visit before the seller lodges papers, because DHA’s overseas form, the affidavit and every copy need the mission’s stamp, and both missions want you there in person. The Dubai consulate’s attestation counter opens Monday to Thursday from 7 am to 1 pm.

Courier the attested originals to the person handling the file in Karachi, and send DHA an embassy-attested authority letter with both CNIC copies so that person can collect DHA letters for you, which DHA’s FAQ allows. DHA’s overseas membership renews every five years, and a renewal costs PKR 65,400 as of June 2026.
Plan the one Karachi visit for DHA biometrics with the DHA Phase 8 guide to hand, so the same trip can cover the plot or tower itself. DHA’s timeline puts the transfer order 10 to 15 working days after the seller’s sign before, so a visit timed after that lets you collect it on the same trip.
